Is there a noise when the throttle gets stuck?

'97 XLT
Every couple of months I will be highway driving (55-70 mph) and when I use the brakes to slow down (ie to exit a freeway or slow down for a hill) my ex makes a whinning noise (Sounds like the engine or something else is spinning real fast, but with no power). I can get it to stop by giving the gas pedal a tap. Any ideas if this is a sticking throttle or something else?
 






just a guess, but maybe the tranny is downshifting too quick? or not at all?

Do you have cruise on prior?

No- I never use Cruise at all. (I guess I don't even know if it is working properly).
 






Very well could be the Torque Converter having problem unlocking when you take your foot off the gas.
