When I negotiated on my '03, I offered an "out the door" price of just under what they were asking. If they are asking $9900 then I would start your offer at $9500 to include all taxes, title, fees etc. The "out the door" price is important to know since all those added fees can add up (on mine it came to almost $1000). Worst they can say is no and then, if you really want it and can afford it, you can negotiate from there. One thing I found when I was shopping, is you need to be ready to walk away from just about any deal. I found my bargaining stance was stronger knowing that "this is what I will pay and not a penny more" and actually meaning it and conveying that to the dealer. The first truck I looked at, an 03 Dodge Durango, I made my offer and they said no and that the price they had stated was as low as they could go, I said thank you for your time and walked away, they stopped me as I was starting my car to leave and came up with another counter offer that was close enough to what I needed for me to take a closer look. As it turned out, after having my mechanic look it over I walked away anyways, but it showed me that they always leave room to deal. This gave me the confidence to be stronger with the dealer I eventually got my EX from, at the price I wanted.
