Is this what an IAC valve should look like?

Meaning, is the top part of the valve supposed to have something come up through it.....Or is mine stuck and needing replaced? And is the gasket on these the little blue rubber band looking things(not seen in photo)

Not unless

they changed the 02 Explorer Sport to an Explorer focus *shrug*. Now for the fun stuff....checking the plugs and locating the intake manifold gasket kit.
