Pulling someone over for "waste of time" stuff like lights, etc. is called PC. Probbable Cause. This is more of an excuse to check out who that person is. 90% of warrents (rappists and murderers) are served due to traffic stops. I know the system well due to family in the business. I also take my tickets in stride because I choose to break the law sometimes and then choose my battles wisely....
