First off, what is a 16-watt valve? Where is it and what does it do on an Explorer, or any vehicle for that matter?

Second, what does 'decoluor' mean?

I know my fair share about vehicles, and have never heard of either.

Third, what's a '45 XL7? Obviously not anything Explorer related. Maybe that's why you haven't gotten an 'intelligent' response.
