That is the temp sensor for your overhead console.

what other item? The only thing I see in your 2nd pictures is the trans cooler

Its a cooler for something, either your transmission or power steering. It looks like its in backwards, or has been moved over for some reason, the holes in the top look like they will match up to the bracket. Just don't screw into the cooler, obviously.

It was mounted some how to the brackets. It looks like with 4 screws on the top and 4 on the bottom...or was it rivots

Ii's on the passenger side in front of the radiator. Trans or Power steering pump cooler.

It is laying there loose. I just don't know how I should reattach.\ without damaging it

Welcome to this forum! I've moved your thread into the stock 95-01 section. Your profile says 1999, but the first post says 2001. Is this a new vehicle to replace the 99 or an additional vehicle? You could add it to your profile. Could you post a smaller picture than the one in the link? It's hard to tell what's in the picture.
