Lift or lower???

Hi I bought a 1991 ranger xlt regular cab long box with 2wd.My question is which way I should go with it. I live in southern ontario canada and there isn't any places to go offroad.It is just flat farm land around here. I used to have a 2000 jeep tj (wrangler) and the only place I really got to use it was a Silver Lake sand dunes. I really like looks of the baja off road racers.Driving the jeep was so bouncy and really couldn't drive fast.I know that with the longer wheel base I would be able to wheel around like the way I want to.What is the cost difference between lifting it or lowering it.Right now it is pretty low and only has 14inch rims on it.Should I just keep it low and put bigger rims on it or lift it?By the way it's going to be a daily driver.Thanks for input.

To look cool follow these steps:
Pull all 4 wheels off, put it on cement blocks in your front yard, throw the wheels in the bed, spray paint pink zebra stripes on it. Now sit in it with the engine running and listen to the radio.
This is what all the popular guys do to their trucks around here.
