lockup solenoid?

Ok so yester im driving and the car starts to buck/shake so i brought it to the place where I had it rebuilt and they told me it was the lockup solenoid . It was only getting 1.5v when it should have a constant 10v? is this correct and could this cause what i was feeling? they changed it for free and it seems to be fine now.

There isn't a whole lot to go on, but it doesn't sound right to me. It is true that the TCC solenoid should have a constant 12 V, but why the low voltage to the solenoid would cause bucking/shaking I can't say.
