Lower brake lights don't work.

Have a 1999 exployer...lower brake lights will not work. Changed brake switch, bulbs and fuses are good. What could be the issue? Could the turn signal switch be the problem? I see how to replace that. Is there a turn signal relay....where could I find that.

You say "lower brake lights" dont work. Do you mean that you have NO brake lights?
Have you tried a test light to see if you have power to the wires that power the brake lights? If you have a trailer light hook-up (usually found under the driverside tail light) there may be a problem (short) in that harness.
You really need a "test light" to see where the power is and where it isn't.
 






Multifunction switch probably. IIRC the CHMSL doesn't go through the MF switch but of course the stop/turns do. Tilt your column up and down and see if it makes any difference. Historical Explorer problem, the MFS.
