I am pretty sure that those plastic covers over the holes are there just for looks without lights. To make people not see the holes. Like Digger said, the best way to mount the lights would be straight to the metal, with some locknuts to keep them tight, or atleast some locking washers.
 






i took a better pic of my guard the other day. now you can actually see what the hella 1000's look like on it. there is a pic of my roof rack too. it has hella 500's on it. The 1000's are about 200 bucks rather than 70 for the 500's but i think they look a little better than the 500's on the brushguard.

has an Outlet for 1st and 2nd generation explorer guards/taillight guards etc. Some of the deals are really good ie; $217 bucks for a guard with slight blemishes. They are real specific as to location of blems/size etc. Including scratch locations any rust etc. Hope this helps someone.
Sidebar; wouldn't be too hard to get a blem one and herculine it or powdercoat it ;)

Took out the plastic plugs, aaahhhh what a difference! Also, got the loose bolt tightened, great improvment on stability and light flutter. :)
