Missing fuses..... need help :(

I checked my fuse box on the left side of the dash and I'm missing 3 fuses located at numbers 23, 31 and 36. Are these slots suppose to be empty?

23 and 31 are supposed to be empty as they are not used. 36 is for the EATC memory, CD, rear integrated control panel, memory seat, message center, day/night mirror/autolamp sensor. I suspect it's only needed if you have a limited or loaded Eddie Bauer.
