Alright, pump positive wire shorted out at fuel tank on frame. Blew fuse, didn't realize what shorted out til i drove home. I used a conductor (copper wire to jump the fuse) and i could tell it shorted out a couple times on the drive back (engine would lose power and then come back to life)
made it back, started up fine, moved it around, shut it off, tried to start back up, no luck. my conductor insulation melted. Permanent short.
Went under last night, found out where the wire shorted out, replaced the wire. Still no voltage at the back. Truck runs if i connect 12 volts to the pump.
No voltage at the fusebox either under the hood. Pulled out the power distributon box, wires are fine. Swapped relays as well. Tried the ground trick from the EEC connector. No voltage at pump or fuse.
Last time i had no voltage at pump, 1 week before i was jump starting someone, they hooked up the cables in reverse on the other vehicle, my engine cut out for a second then came back to life. Computer died a week later. Replaced computer and it worked again. Possibly while driving with a permanent short for a while, think my computer is fried again?
