more power cold then hot

99 Explorer XLT SOHC 4x4
is it normal for whenever the engine is cold to have noticible more power than when it is warm
 












It has to do with the density of the air / gas mixture.
A nice cool moist evening upper 60's to low 70's
The sun is already set.
You should have a bit more pep.
