Please help, FYI I am an 20 yr ASE cert GM tech w/ a few hour of electrical training. Thanks 2 all

Give this a shot not neccasary that it will work but actually have you tried removeing the negative cable from battery for 10 minutes and while disconnected try turn key to on position 3 times as well as turn all the way to acc three times.
This will release any charge in the PCM and then reconnect battery and turn key to run position with out start and then turn off wait about 30 seconds start engine run for 5 min then rerun diagnostics test again

Hey man thanx 4 replying! Right now I'll try anything, it's gotta b something simple I'm missin,Im just not sure of the paths everything is suppose 2 go or the values I need 2 eliminate a component without throwin high dollar parts @ it. So I'll get back 2 u on this deal but this veh.was a no start problem I thought I could fix real quick 4 a friend and now I'm just pissed off that I can't figure out what I'm missin. So thanx again & I'll get back 2 u

PCM power?

If there is no communication on the OBDII bus I suspect there is a PCM problem. Does the Check Engine light illuminate when the ignition switch is turned from Off to Run?

You state that there is power to and thru the PCM relay. Does that mean there is battery voltage on the red wire (relay pin 30) when the ignition switch is in Run and Start? If no power, check fuse 13 in the power distribution box, fuse 19 in the interior fuse panel, power thru the PCM diode, the PCM power relay and the wiring from fuse 13 (yellow) to relay pin 87, the wiring from fuse 19 (red/light green) to PCM power diode, and the wiring from the PCM diode (tan/blk) to relay pin 85 and wiring from relay pin 86 (blk/wht) to ground.

KAM power?

There is a separate power source to the keep alive memory (KAM) that stores nonvolatile parameters such as long term fuel trims. Check fuse 4 in the power distribution box.

Sometimes the PCM connector works loose. Disconnect the battery and then disconnect the PCM connector and look for pins that get pushed back when the connector is reconnected. Make sure the connector holding bolt is snug but do not overtighten. Check the ground from the PCM connector to the firewall.
