My 4WD does not engage.

Hello, this is back strap needing help with my 1998 ford ranger 4x4 xlt. when I engage the 4-wheel drive the transfer case engages but the front hubs do not. I understand the truck has vacuum-pluse hubs. What is the best course of action?
