My explorer runs like crap! Tried lots but i'm now stuck

Hi there, i have a 1992 ford explorer 4.0L auto tranny, and it has some problems running and i just cant seem to figure them out. In the mornings when i try and start it it will die first then start on the second try. After that when i start driving it, the ex will not run smooth. It will barely go unless i floor the gas pedal then i makes one big jump and will go until about 3rpm, then at 3 rpm it will sort of surge up and down until it really warms up. Then i have to barely touch the Accelerator for it to go. It also just looses power uphill, max i can go is 35mph. No Bueno. I took it to a shop and they said it was the fuel pump so i replaced the whole sending unit and put a new pump in, still didn't work, I've also don't the basic tune up, new plugs, spark plug wires, air filter, oil change, and tranny flush with new tranny filter. Still trying to puzzle this out.

I've taken off the IAC valve already and cleaned it, After the second try it will idle perfectly fine, its mostly while driving that the rpm surges and while its cold
