My transfer case is stuck in low 4x4.

After switching to low 4x4 to climb hill (1999 explorer), I tried to switch back to the auto position. The low 4x4 light remained lit on the dash and she bucks while turning so I'm sure its still in low 4x4. Checked the fuse it was okay. Also tried to adjust the shift lever for the transmission in case that was somehow interconnected? How can I tell if this is an electrical problem or mechanical?
