New and old tps causing major issues

I installed a new throttle positioning sensor because the old one had a vacuum leak. The new sensor threw a voltage code and when on the freeway and I put the pedal to the floor or give it a decent amount of gas it doesn't kick down whatsoever. Starting the engine although completely random it acts like a dead batter and I have to keep the key turned and it finally starts. I put the old sensor on just for giggles and same problem. Check engine no kick down and starting issue. What could be wrong?
 






Check to see if you have a reference signal from the PCM. Check the output voltage while you're at it.

thanks for the advice. Late last night I took the reading and it was a faulty new sensor. Put new one on the morning and all is perfect. Thanks again
