Daughter has vehicle at college. Went to start last night and no electrical power. No lights, door locks don't operate etc. Nothing when tried to start. had friend try to jump -- nothing. Is there a fuse / relay that could cause this problem?

I can't answer about the relay or a fuse. But, I would take a serious look at the battery cables since you have no power anywhere. Cables can look good and still be the problem. Have someone remove the cables and clean the terminals and the cable ends to start. This is the most obvious reason.
