No fire to the coil pack

Having trouble getting supply voltage to the coil pack. Engine will not crank. New fuel pump but no fire from the coil. Checked for voltage to the coil on the 4 wire plug. 1995 Ford Ranger 4.0 EFI extended cab.

Engine won't crank? As in the starter won't turn, or the engine is turning over and no vroom vroom?
