Not getting power.

I have a 1991 explorer sport. I just got home, and as i was stepping out the dome lights shut off. I figured i blew a fuse, but just to make sure I turned it to accessory to see if anything else would work and got nothing.... Then i tried to turn it over, and also, nothing. I checked the voltage on the battery and it seems normal, and the connections seem good, so i'm not quite sure what the problem is.
 






Check for corrosion on your battery cables. They can corrode from the inside out. Also, make sure the ground wires are good.
 






Today, after school, we checked everything we could think of. We checked all the fuses, tightened down the clamps on the terminals, and even tried grounding the battery better. We tried jumping it, and didn't get any power. We tested the battery and it checked out good, so we hooked the wires back to the battery, and then used the jumper cables to get a better ground, still nothing. I tried to follow the ground wire off the battery and it looks like its grounded to the frame right by the from passenger side tire. there is a section of insulation on the wire missing, and a clamp going around the open wire but im not sure if thats it or not. So, even after we got a better ground, and still didn't get power, im thinking its a problem on the hot side but im not sure. What should i check?
