obd 1 code reader

i am looking into buying an obd 1 code reader, like the cheap ones from walmart. before i buy one i want to make sure that it will be able to read all codes. it will be able to read the codes when the check engine and od off lights flash???? just making sure? thanks

I've got one that I bought to read the codes on my old 89 Mustang GT. While poking around the engine compartment on my 95 explorer sport, I noticed that they both used the EEC-IV brain-box so I slapped my code reader to the connections and pulled the codes in the key on engine off mode. The only difference was that the explorer uses a 3 number code while the mustang used a 2 number code.

So I guess the simple answer is, Yes
 






I've always used a $3 voltmeter as an OBD-1/EEC-IV code reader.
