off-topic but need help: lawn tractor engine surges

Alright, we've got a 16hp Briggs and Stratton that surges all the time. It does it less under strain, such as when the mower deck is running, but it never goes away. It's very sensitive to up-hill and down-hill, also. The carb supposedly has been re-built and is ok. Not a lot of power coming from this engine, either. It seems to always be weak, just a little heavy grass will bog it down. Any ideas? Can I buy a new carb somewhere? If so, where? Any other ideas on what it could be?

Check what Al said ^^^

Run it without the air filter and see what it does. If you do think it is the carb, I would suggest a rebuid kit. Small engine carbs are very easy and easy to rebuild.

either that or check your in line fuel filter, clean the air filter....and with it running spray some carb cleaner down the air intake...do this until it stops blowing white smoke...i don't mean continuously but in spurts so it doesn't stall.
