OHV 4.0L - Cylinder 1 acting weird

So I got my new heads installed, new head gaskets, all the works.

Now the engine's running, but on my preliminary diagnostics cylinder 1 isn't working right. It looks like there is spark in the cylinder, but when I pull that wire from from the coil, there's no change in the way the engine is running. I did a compression check on just 2 of the cylinders. Cylinders 1 and 2. Cylinder 1 has 90 pounds of pressure and cylinder 2 has 120. I didn't do the oil down test, got bummed at the numbers and all the BS work I've had to put in so far. Any thoughts on what I should check?
 






Did the wet test, and turned out my PSI went to 0. In pissed off mode, I tore the engine back down to the head gaskets in about a half hour. When I got to the rocker arms, I noticed that one of the push-rods wasn't in it's seat on the rocker arm. As I pulled off the lower intake manifold, this is what I found:

So, questions to the pros:

1) What can cause this to a lifter?

2) What's the chance of me being able to reuse the head gasket? Is there a way to tell if it's good or bad?
 






Looks like the keeper clip came off and that let the lifter come apart. As for the head gaskets no you can not reuse them any more then you can the head bolts. The reason is you have already crush fitted the gaskets and stressed stretched the bolts so new one have to be used.

I would suggest you replace all the lifters and the push rods at this point so that you have an even running motor and to also eliminate any possibility of the old lifters also letting lose or of the push rods being bent or mushroomed on the top as that can also interfere with the top end oiling of the rocker arms and shafts.
