P0446 CEL code

Hi all,
I have a P0446 CEL code, and it caused me to fail CA smog test. I checked the solenoid above the spare tire(works, 12v to the plug). Nothing appears to be damaged--what could it be??? The technician at the repair place said it ws probably not the gas cap, as that should be a different code...

Any ideas??

Ive got the same problem . Does anyone know where I can get an online manual of the ford explorer? Supposedly its the "VAPOR CANISTER PURGE REGULATOR". I just dont know how this thing looks like or where its located. thanks
