Parking Brake Adjustment Help

My 2004 ST won't hold on a hill unless the pedal is MASHED against the floor. I have adjusted the star adjusters to where the shoes are just starting to drag, then backed off one. However, it still won't hold unless it is on the last click of the foot pedal.

Are there any other adjustment points or areas where I could be getting compression in the cable system that would cause this behavior? Shoes look fine, but are a bit polished maybe from dragging at one point. Is it possible the friction material is just too polished to hold even though there is sufficient material there?
 






For anyone facing this issue: I solved it with the correct tool, a drum brake caliper measuring tool. Setting it by feel/sound just wasn’t working. Now that I have it adjusted properly it works great! Good $40 spend.
