Well, I have no idea how to go about fixing this. My parking brake only works on one side, so it only hits the drivers side. The drivers side is ok for strength, but does anybody know why the rear passenger would work? Broken linkage? Loose shoe? How would I go about tightening/fixing/finding out what the problem is with the passenger side?

When I lived in Chicago, parking brakes were constantly going TU. The problem usually was a cable binding in the sheath in the last foot or so from the drum to an anchor point on the frame where from there it would run open. I suppose the four wheel disks have something similar. In any event, you should be able to watch what it's doing while someone else operates the pedal.

have you tried adjusting the passenger side??

Look behind the passenger side wheel at the e-brake cable. It attaches to the end of the "parking brake lever" which is inside the rotor which in turn expands and releases the e-brake shoes. If the cable is attached to the lever, have someone set/pull the e-brake to see if it is working while you watch behind the wheel (the cable should pull/release the lever). If the cable is hanging there loose (unattched from the lever), or the cable is not pulling/releaseing the lever, then you probably have a frozen/rusted e-brake lever. If everything seems to be working ok, then i would just try adjusting the e-brake shoes on that side. This is definetaly a DIY.
My old post as I just went through this:

No, but being at school now I can only get stuff done while I am at home, so I am trying to get ideas of what to do once I get there.
