That's the heater control valve. Nothing happen too the valve!!!. The vacuum hose broke off at the rubber Elbow. Just rotate the elbow clockwise and then counter clockwise and pull off the connection too the valve. You can get the hose out of the elbow. If the hose can not reach add a vacuum tee or a short piece of tubing too make it work.
Use silicone spray on the existing too lube it , when pushing it in the elbow.
