passenger side wiper question

the wiper arm on my passenger side fell off the other day while the wipers were running. upon closer inspection, i noticed that the spindle that the arm attaches to is loose. how do i get under the area between the hood and winshield to investigate this problem? do you think there are some loose bolts, or is the whole assembly bad?

On my '98 there is a small black screw in the middle. Remove the screw and pry the black cover up.
