well that would be a modified map file in the ECU (rom) - or PCM (rom)
you may be talking about a resistor on the MAF(?) sensor to fool the computer into thinking the air is cooler than it really is?????

"Real" performance chips, like the Diablo, go in the ECM/PCM. On the Explorer, as well as others I guess, there's a break-away panel in the housing where the chip goes.
Chips are more or less obsolete now since the tuners have arrived.
