Poor acceleration on a 94 Explorer

I my case it was the ICM that was bad.

It still ran ok but was a dog, still passed emissions and had no CEL.

Replaced the ICM and it's like a new engine.

What vehicle are you comparing this to? They should shift around 2,500 rpm normal driving, 3,000 if you get on it some. I'm sure you could adjust the kick down cable, but on mine, I had to go all the way to the floor, and then just a little more to get it to down shift. I really liked that because it kept it from shifting unless I wanted it to. I feel its one of the reasons my transmission has 220,000 miles and still works fine. On flat ground, it should be able to go from 0-60 in about 10-12 seconds.
