I have noticed and experienced a problem with the explorers giving a little shimmy at around 70 MPH, ranging from 60-80 depending on the car. I had the same problem around 75 MPH. I recently did a body lift and when installing the steering extension, I noticed that the sleeve should slide up and down, and have very little freedom to twist around, but mine was practically welded on there. I had to spray it with liquid wrench about 5 times to get it to slide a little, but afterwards it slid with only a little pressure applied. Once everything was finished I noticed that the shimmy was gone and I even got it up to 95 without any vibration!! Needless to say I was happy. I think this might be the case is some other cars. as the speed increases your steering needs to have some give in it to compensate for some of those road shimmies, and if your steering is corroded together, you might wanna try hitting it with some lube and working it in to get it all over. Fixed it for me, lemme know if it works for anyone else.
