I'm not exactly sure what you want to do. Do you want to change your existing HID headlamps to Halogen or are you trying to use the wiring from HID lights and use them for Halogen ones? Each has its own dedicated housing designed for the type of factory-installed bulbs.
If you want to remove the complete HID headlights and install halogen ones that likely is possible but keep in mind that HID uses a ballast and I believe also uses a higher amp fuse. I don't know if you can use the same wiring harness or not.
I don't believe there are any threads on this since most members look to go the other way.

I have original HID from factory but would like to put the HID, ballast and housing on a third party halogen assembly to install.

Okay, now I see the plan. I think that the headlight assemblies can be changed as long as the 3rd party Explorer is a post 2016 model. The 2016 was a refresh and there were changes made. You will have to upgrade the fuse and probably replace the 3rd party's wiring with that from the 2013.
As I mentioned, I don't believe this has been done before so there isn't anything to go by.
Perhaps someone with more knowledge on this will post a comment.
