Power Locks & Windows / Blinking 4WD

I have a 97 XLT and had 2 problems appear at once . . .

1) Power locks & windows didn't work. Replaced blown Maxi 30 fuse. Locks worked twice & the fuse blew again.

2) 4WD & 4WD LOW lights blink 5 times every few minutes. (No 4WD)

Are these 2 problems connected in any way? Or just a weird coincidence?

Yes, those problems are both related to the GEM (Generic Electronic Module). It controls the logic for the door locks and windows and for the Control Trac 4wd. The flashing 4wd lights mean that a GEM code has been set.
