Power steering issues (2015 PIU)

Hey everyone, any suggestions on this quirk. I noticed that my 2015 PIU's power steering is pretty much gone. I can notice it working on some turns (you can feel it fully functional) but other times its all pretty much manual two arm power to tug this steering wheel around.

I hooked up FORScan and a laptop to it and went through the self test on the PSCM and it said no issues detected. However almost immediately I had power return to my steering after the test completed. I was in a park position and could easily turn the wheels.

After restarting the vehicle the issues returned. I tried using FORScan again a couple days later when I had time and this time there was a DTC for the PSCM of
Code: U0415 - Invalid Data Received from Anti-Lock Brake System (ABS) Controle Module A)

I cleared that code and re-ran selftests and it did not fix the Power Steering but after about 3 tries of the PSCM self test the power steering returned for a few minutes and then died again while driving. My brakes are making a very hoppy action that I can feel in the steering wheel when braking. Could ABS be a fault causing this power steering issue? My step father had a 2014 PIU and said he had to replace the whole rack/pinion when his power steering began failing.

Any advice would be appreciated!
