Power Steering Pump Pulley

I bought a new pump for my 1998 ford ranger 4 cylinder and i installed it easily then i tried to put pulley on and it wouldn't go went and bought another it wouldn't go went to another part store thinking they had gave me the wrong one and i bought a third one and it wouldn't go is there a trick to putting these on. It acts like its to small it goes all the way but about 1 1/2 inches and then thats it. Any help would be greatly appreciated. Oh yea i have a pulley puller and installer. Thanks
 






Most pulleys have to be "pressed" on and the pulley probably came with the kit to do so. The kit is a rod with two diameters that are threaded -- the small one threads into the center of the pump's shaft.
 






Yea it did and we had to put a pipe on to turn the tool and it got so tight that it wouldn't go all the way it still liked inch or more and eventually broke the tool and the pulley wouldn't come back off it finally broke so i bought 2 more at different part stores and they all were the sane part number and did the same
