I suspect my ford explorer, now driver by my parents, was completely drained of brake fluid and air has entered the ABS. I cant believe they were even using at as I went to drive it on Saturday and the brake pedal was at the floor and the brake light was on.

I replaced the cracked line and did a quick bleed, probably should have done a second bleed, and the brakes are working, but not as quick in response as they were before.

Is there a recommended tool I can use to bleed the 1995 (pre OBDII) ABS?

This a great question for a '95 ABS issue, The '95 is OBDI.5 and I believe the ABS is just like the OBDII, and needs the special electronic tool needed to bleed it. A High end repair shop, brake shop, or dealer service shop has the tool.

Now I may be wrong here and I need to search this out some more, but after going over my 95 it looks to be closer to a OBDII than OBDI for ABS. Same hubs, test ports, pumps, and modules as all 2nd gens.
