PSP issue?

need some assistance from the braintrust. '03 sporttrack 4.0 with 145k miles. about 3000 miles ago PSP, started whining bad. replaced pump about 500 miles ago.recently, the replacement pump started gettin louder and louder ended up sounding like this. noise stops when turning wheels. took pump back got another under warranty.less than 200 miles later the new pump is doin the same thing. am i getting junk pumps or am i missing something?

UPDATE PROBLEM SOLVED!
and a note:
when changing PSP, make sure the PSP pulley bolts are tightened AFTER putting the serp belt back on.
DOH!!
