Pulley problem

Ok my ex has been getting louder and louder and while I was at the mechanics he said a bearing was going out.Should all pulleys except for the drive pulley on the bottom spin freely with the serpentine belt off. I didn't ask my mechanic I told him I would try to figure it out myself. But once again I stuck my foot in my mouth. The reason I ask about the pulley is that I took off my serpentine belt and started spinning all of my pulleys. They all spin except the drive pulley. There are two that are really tight. 1 being the power steering pulley. And the 2nd is the idler pulley.. I removed this pulley and it the bolt holding it in is really tight. I didn't take the power steering pulley off because I don't have a pulley puller. Any ideas?

ok I just fixed the problem temporarily until autozone opens in the morning. It was indeed my idler pulley. I soaked it with WD-40 and let it sit for a little it on both sides. Wiped my excess off re installed and now she is as quiet as ever. So going to get a new pulley tomorrow.
