The Rack-N-Pinion on Explorers are sometimes known for this. I didn't know of it until I started working at the shop I am at now. They are sometimes hard to diagnosis; sometimes even a new rack doesn't correct the problem. I know the feeling, cause I had to move an Explorer from our lot a while back and I noticed the "shimmy" and made a comment to another guy about it and he said that he has seen a lot of explorers like that. He said he has had a rough time with them cause they are so hard to diagnosis. Just watch it, make sure everything is good under there (i.e. no boots blown open or etc.) Good luck.

Any Other Help or Ideas???

I filled mine with fresh Valvoline synth PS fluid.
I have not felt the shimmy since.

Make sure the bolts are tight that hold it to the frame. The two big bolts. 1 1/16" is what you'll need.

tight steering

i have your fix bro, its not the rack trust me its the lower steering linkage the dust boot must have got riped off or has a hole in it look under your hood at the steering linkage its the ower member right where it connects to the rack its kind of expensive about 180 from ford so for a quick fix that will work as long as you need it to just soak it with penetrating oil and it will get rid of all your binding.

If you do not have the problem that thebignewyorker is talking about, Monmix's idea is worth a try. Fixed my shake with Mobil1 synth ATF.

Since you really cannot get the old fluid out of the rack or pressure side hose when you drain the PS fluid, try putting in new synth ATF, drive it awhile to mix the remaining old fluid with the new, and drain and refill again.
