Radio/Dash buttons aren't lit. What # fuse would that be? ('97 XLT V8)

'97 XLT 5.0 V8
I recently was given a 1997 Explorer XLT 5.0 V8. It needed some basic things done to it, which I've already repaired, but on the dash, there were two issues. First, I tried using a car charger for my cell phone(the ones you plug into the cigarette light) and it wouldn't work. The cigarette lighter takes a 25 amp fuse and is fuse #17 according to the Explorer Manual I found online, but I'm not sure what # and fuse I need for my radio controls. The dash part where the clock sits, is completely out(with the exception of the clock). Is that a blown fuse or a wiring issue? Or are they not supposed be lit light blue like everything else in the truck? Thanks for your help as I'm a newbie to Explorers.
