Hey Weatherman...3 things you will need:
1. Wet/Dry Shop Vac Nozzle ( I think it's 6in x 3in)
2. 7 foot shop vac hose (the larger diameter hose)
3. A 90 degree PVC elbow (from a plumbing supply store or home center).
Total price: less than $30.00 and no more than 10-20 minutes installation.
I have a 97 mountaineer so what i did was assembled the pvc elbow between the shop vac nozzle and hose (basically the elbow helps to position the nozzle flush behind the bumper). I placed the nozzle end behind the bumper in the space next to the license plate. Then I snaked the hose underneath by the fog lamp (on the right side where air intake is). I routed the hose behid the headlight and positioned it next to the air filter. There you have it

One thing I would suggest is heat the shop vac hose a little so that it fits snug on the pvc elbow and seal it with silicone or rubber cement. Also you can cut a piece of screen and place it on the nozzle with rubber cement so that you keep leaves and other small debris out.
