Rear Bumper w/n align

I bought a 91 Explorer this summer and the previous owner put a 4 inch body lift on it. It looks and drives nice, but there is a very noticable gap between the bottom of the rear door and the top of the rear bumper.
I looked at the brackets that attach the rear bumper to the frame, and it doesn't look like there is enough room to adjust the brackets to make the bumper line up properly.
Any suggestions? If I fab some new brackets, will I run into problems with state safety inspections? I'm in Alaska right now and they really don't care, but I heard California is strict on that kind of stuff. I'm in the Air Force so I have no idea where I'll be in a few years. I'm trying to avoid future problems and still cover up that gap in the back of my Explorer. Any suggestions???????????
 






Bumpers

3" body lift will put the bumpers ( after using the brackets with the kit ) flush with the bottom of the frame rails. Anything higher and you need to notch the bumper itself to get it to line up again with the body.

You should only have a 1" gap if the bumper is lifted 3" and that should not be very noticable.

Do not use the bumpers for any towing or pulling. They are strictly cosmetic at this point.

I would either use the brackets or make a Custom Bumper to fill the gap.

GoFast, on my Performance accessories 3in body lift I still had to notch the bumper in the rear. There was no way to avoid it, but then again, maybe I was one of the few who had to deal with that.
