Rear End Sag

Looking at my Explorer from the side, it appears that the rear end sags lower than the left side. This may not be accurate, but the gap from the top of the tire to the nearest part of the fender is less in the rear than the front. Is this normal? If not, what can be done? I just put new shocks on and it did not make a difference.
