Rear window washer

I have an 03 that when i twist the window wiper switch down for wash nothing happens, no wash and the wipers do not activate. if I turn the switch up to turn on the wiper the wipers will come on and work the way they should if I continue on to the top wash no fluid and the wipers will still continue to run at the normal delay. it is very cold and thought it may be froze but shouldn't I have the wipers come on even if it is froze.
