Just wondering how feasible it would be to do this when i rebuild the engine.. After taking my top end apart to replace a head gasket i saw how nasty everythign is behind the throttle body from exhaust gasses being re-circulated. I dotn know what Kansas smog laws are like or what you need to pass smog, but from talking with a police officer, he said that smog laws are vurtually non existant and that i coudl pull the cats and still pass.

Me too. Id like to take everything off my 92 if possible and luckily for me I live in NM where we have no inspections of any kind so it doesnt matter one iota!

Get the computer reprogrammed and delete the EGR functions. You know you will lose MPG's though right?

Smog laws are federal. I have not been a member long, but most are not for removing smog equip. Do a high flow cat. That PO is full of it IMO.

True this

Well true smog laws are federal, each state decides on weather to follow these laws. So it puts the responsibality on each states gov to pass/inforce them.
If your in a state that doesn't have emmissions testing or inspection then your free to do whatever you want. If your state does do these tests then you need to observe those laws.
With that said if you can remove the EGR system then do so. You will need to find a way to reprogram the ECU or you'll get codes, & general bad running condition.
The cats I'd leave on, or as suggested get a hi flow one. You do want some low end power. Trashing the cats will not help that.

kansas doesnt do emissions checked, i asked some residents today.whats this about my milage goi down?

Well the vague explanation I heard of EGR is that when not at high loads the cylinder doesn't need to be filled as it would at heavy loads. The computer cannot change the fuel/air ratio as it would lean/rich the mixture. Your exhaust is an inert gas. It does not affect the ratio, so some of this is used to fill the cylinder.
