Removing wheel well liner

So I am wondering how to remove the wheel well liner. I have no idea how to remove those phillip screw things that hold it in place. I turn it with a phillips screw driver but it just rotates and nothing gets loose. Anyone know how I take them off? I am referring to the front wheel well liners btw. Thanks.

It is a plastic rivet. you should be able to gently unscrew it and it will pop loose. It will be a captive screw. there is a tool you can get that removes them. I just put a flat tip screw driver between the liner and the "washer" and gently pry it up.
