Right front Wiper not working 99 explorer sport

Hello all

The other day it was well below zero. Was using the wipers to clear windshield and the right front wiper got stuck in windshield and would not go down

I gently pushed it into place and then it would not work

I had someone take the arm off but when I turn on the wipers the right one does not work or turn at all

Can someone with knowledge offer a fix suggestion

under the cowl venting there is an arm from one side to the other, it may have fallen off or be damaged,,
