rotational noise

Howdy all , I am new here and all the silent browsing on the different topics since joining look to be very useful now and in the future. It already fixed one of my problems with the CD display. After not having it for 3 weeeks it now works. I hope to be able to solve others problems through my expierience with cars or just from work that I have had done. Now onto my question:

A little over 2 weeks ago there has been a noise coming from the front end of my 99 Sport 4x4 which I bought used . I had it into the dealer and they replaced the dust covers as they thought one was rubbing against the hub. WRONG. (they never charged me) It is rotational and goes with the vehicle speed. But here is the kicker. If I let off the gas it quiets down alot. As soon as I even touch the gas it is back. You can't really hear it outside the vehicle. But at low speeds and you step on the brakes it to slows down and you can hear it more clearly which makes me think that it is in the brakes. Brakes are new but rotors are not. Warped rotor? Is it like a whooping noise?



My front tire was making a noise when it was under inflated by as little a 1psi. Now all of them do it . I think it's time to get new tires.
 






Yes it is like a whooping noise and the tires are almost new. As far as the PSI they are at the right PSI. (I had a buddy at the tire shop do it to make sure). I have an appointment to get all 4 rotors done (at the dealers cost) just to eliminate that if it is not the culprit. Like I said the part that gets me is it is not as audible when I take my foot off the gas..thanks for the input...Jim
