Does anyone know if there is a way to set the timing in the 1997 XLT 4.0 liter vin code E engine without having to pull it out?

You need the tool kit otc-6488. It has a tool to lock off the balancer pulley and the cams. It also has a tool to get to the sprocket bolt on the right hand cam as this is tucked away at the back of the engine. It has a solid version of the oil filled tensioners to hold the chain firm also.
You will probably find it cheaper than here or be able to borrow it but this page shows you what i'm talking about

I know about the tool but was wondering if this could be done without pulling the engine cause I have had the engine out before and paid the dealship to set the timing so was wondering if I took the vehicle down there if they should be able to set it without pulling the engine.

As was said above the timing can be set by removing the valve covers. The rear sproket on the right hand cam is a pig to get at coz it is so close to the bulkhead so there is the tool below used in conjuntion with the other tools in the kit to do the job
